Experience Summary

Prior to joining J.R. Holzmacher, Mr. Simon was employed by consulting engineering firms for his experience in construction management and construction inspection. Mr. Simon has overseen eight hundred and fifty million dollars worth of construction projects. His many years of consulting engineering experience have allowed him to become well versed in several codes and the proper and accepted methods of construction. His design experience includes both residential and commercial structures, foundations, bridges, highways, gas turbine power plants, marine structures and utilities. He has provided engineering services to many municipalities and private clients pertaining to structural evaluations and construction inspections. Mr. Simon is a NYSDOT Certified Bridge Inspector as well as an OSHA authorized trainer.

Mr. Simon has been recognized as an expert by Suffolk County Supreme Court and Kings County Court, in the state of NY. He has provided expert testimony and expert opinions to several villages, attorney, and insurance companies.

Selected Projects

Inspection of residential and commercial structures, as well as forensic investigation of structures for municipal, private and insurance investigations. Clients include Village of Patchogue, Town of Huntington, Town of Brookhaven, AIG, Allstate, Liberty Mutual, Prudential, and several Attorneys. Expert witness testimony provided in Suffolk County Supreme Court.

Design and Construction Engineer for road and drainage improvement projects for the Villages of Patchogue, Islandia, Valley Stream, Lynbrook, and Towns of Islip, Brookhaven, Woodmere, Cedarhurst.

Cost Engineer for NYPA project simultaneously constructing 11 gas turbine generators at 7 sites. Designed cost tracking program specific to this project. Fast Track project allowed only 6 months for design and construction. Responsible for analyzing and approving pay requisitions, verifying and creating cost estimates for lump sum, unit price, and T&M work. Tracked and analyzed field data for T&M. Also included time in field supervising various stages of the Gas Turbine Generator construction on four of the seven sites. Project Value $500 million

Design of site work and elements for Long Island
Ducks Citibank Park, Ellsworth W. Allen Town Part, Marjorie R. Post Community Park and Dean G. Skelos Sports Complex.

Assistant office engineer for the NYSDOT project involving the removal and replacement of the Shelter Rock Road Bridges over the LIE and Northern State Parkway. Familiar with all aspects of CEES, MURK Standards, NYSDOT Standard Specifications, processing of contractors claims and pay requisitions. Responsibilities included all office engineer work as well as nighttime construction supervision with nighttime MPT. Project Value $36 million.

Design of reinforced concrete piers for the approaches of the Manhattan Bridge.

Assistant team leader for the Biannual Inspection of Queensboro Bridge.
