Fields of Competence
Design and implementation of soil and ground water investigations; Groundwater and soil remediation system design; Remediation system analysis, optimization, operational support and value engineering; Analysis of ground water flow systems and interpretation of water quality data; Contaminant fate and transport modeling;
Air emission evaluation, modeling and regulatory compliance; Numerical modeling and data management.
Over 21 years of experience in industrial, environmental, and potable water supply treatment system design and operations; hydrogeological studies as well as compliance issues. Directed numerous remediation and investigation projects for industrial, Federal and municipal clients. Assignments have ranged from initial site investigation and groundwater modeling to remediation system design and management of design/build contracts; as well as system start-up, optimization/debugging of existing systems, and performance testing and documentation of remediation. Assistance to clients has included presentations to the public and policy makers and negotiation with regulators to obtain site delisting and closure; and support to Counsel in tax certiorari proceedings and to interpret environmental data.

Project Manager for a groundwater and soil investigation at an active electronics manufacturing plant in Suffolk County, New York. Closed industrial processes and select outfalls to the satisfaction of regulators, and represented client at public meetings and during negotiations with regulators. Succeeded in removal of site from NYS SuperFund list. Assisted in documentation of air emission points and processes to reduce permit fees and perform Title V evaluation.
Project Manager for a groundwater remediation at the Department of Energy’s (DOE’s) Brookhaven National Laboratory (BNL) facility. Designed a system of 6 pump and treat wells in a plume over 2000 feet wide and 2 miles long. Accurately predicted influent concentrations from wells and performed predictive modeling of treatment system performance to reduce capital and operating costs. Designed multiple PLC control system yielding automatic operation with over 99% on-line reliability. Project completed ahead of schedule and under budget.
Project Manager for a groundwater and soil investigation at an inactive manufacturing facility. Assisted in negotiations with NYSDEC to avoid listing of site and completed fast-track design build pump and treat system as an IRM. As Expert Witness prepared trial report and participated in negotiations to obtain property tax reduction and refund based on value reduction arising from environmental contamination.
Project Manager for evaluation of large air sparge /soil vapor extraction (AS/SVE) system at DOE site having poor performance and excessive down time. Identified design flaws, formulated, and supervised implementation of, cost effective options for short term and permanent system enhancement.
