Key Projects
Project manager for the preparation of private subdivision design plans for submission into Town Planning Departments of Town of Brookhaven, Town of Islip, Town of Southampton and Town of Smithtown along with concurrent design submissions to Suffolk County Department of Health and Suffolk County Department of Public Works.

Project Assistance with the development of All Hazard Mitigation Plans for the Inc. Village of Patchogue, Inc. Village of Manorhaven, Inc. Village of Pelham, Inc. Village of Mount Kisco and the Inc. Village of Mamaroneck. Key portions of Hazard analysis required running ArcGIS with the FEMA HAZUS-MH, a natural hazard loss estimation methodology, to determine risk assessment and potential impacts and costs from hurricanes, floods and earthquakes.

Prepared numerous water distribution system design plans and specifications for many New York State municipalities totaling over 200 miles of water main. Designs included new subdivisions, transmission mains, plant site piping, asbestos replacement, bridge crossings, river crossings, fire service lines, pipe jacking designs under State, County and Town roadways including backflow prevention design. Project manager for Site-Wide Annual Groundwater Monitoring Report for Brookhaven National Laboratory. The annual project since 1997 includes reporting data on more than 300 on and offsite monitoring wells, producing groundwater and plume mapping covering 8 square miles of lab property, preparing comprehensive figures, tables and report representing the overall condition of the groundwater at and adjacent to the lab. Utilizing GIS as a data management tool proves to be the most efficient, cost effective approach in meeting Department of Energy scheduling and providing electronic data back to the lab in the most useful format.

Steven P. Uccellini

Mr. Uccellini is a project manager/engineer for JRH Consulting Engineers D.P.C. specializing in civil, geotechnical, and structural engineering design work, related to Building Construction, Site Development, Sub-Surface Waste Water Disposal Systems, Stormwater Management Systems, Utility Design, Site Remediation, and Controlled/3rd party Inspections. Mr. Uccellini served as project manager and lead inspector during the construction of the Brightview Sayville Assisted Living facility, located in Sayville, New York. Inspections were performed in accordance with the approved plans and specifications as well as with state and local building codes. Areas inspected included sub-grade preparation for paved areas and building foundations, site drainage, inspection of concrete and asphalt paved areas, concrete building foundations, masonry work for stairwells and elevator shafts, wood and steel framing inspections, fire stopping and fire proofing, fire suppression systems, and life safety systems. Mr. Uccellini served as project manager and lead inspector during the construction of the Brightview Port Jefferson Station Assisted Living facility. Inspections were performed in accordance with the approved plans and specifications as well as with state and local building codes. Areas inspected included sub-grade preparation for paved areas and building foundations, site drainage, inspection of concrete and asphalt paved areas, concrete building foundations, masonry work for stairwells and elevator shafts, wood and steel framing inspections, fire stopping and fire proofing, fire suppression systems, and life safety systems. Mr. Uccellini served as project manager and lead inspector during construction of the six (6) buildings that make up Phase I of the Ronkonkoma Hub Multi Family Residential Facility. Inspections were performed in accordance with the approved plans and specifications as well as with state and local building codes. Areas inspected included, wood and steel framing for each of the Six (6) buildings. Mr. Uccellini’s responsibilities included performing inspection services, overseeing staff inspectors, review of inspection reports and participation in resolution of issues during construction.

Mr. Uccellini served as the primary engineering consultant responsible for overseeing the site construction for the 18.11-acre 78-unit condominium complex along the Hempstead Harbor Creek within the Village of Roslyn known as the Roslyn Landing development. Responsibilities included the redesign of the support for 800 LF of 18 inch Cement Lined Ductile Iron sanitary main and 10 sanitary manholes, design of the NYSDEC approved dewatering system necessary to facilitate the installation of the sewer main and manholes, inspection of onsite sanitary sewer collection system and house connections, and inspections during the installation of the site stormwater management system that included, stormwater retention ponds, a retention field, over 80 leaching pools and associated stormwater catch basins, manholes, and piping.

Mr. Uccellini served as the primary engineering consultant responsible for the design of a new 50 foot concrete retaining wall to support an area of bluff washout compromising one of the Village of Port Jefferson’s parking facilities. Mr. Uccellini coordinated communications, submittals and obtaining approvals from NYSDEC along with providing inspections services during construction of said wall.

Mr. Uccellini served as the primary engineering consultant responsible for the design of the new timber pilings to support the new wood decking, and framing support system of the Storm Damaged Mascot Dock Fishing Pier located within the Incorporated Village of Patchogue, Patchogue, New York. Mr. Uccellini was also responsible for the design of the new curbs, sidewalk, site lighting, drainage, and asphalt roadway. The new design utilized the most cost efficient methods to mitigate future damage from additional storms while maintaining the proposed construction budget set forth by FEMA. All design work was performed in accordance with FEMA, NYS Building Code, ASCE 7-05, NYSDEC, and Village of Patchogue requirements. Written project specifications, plans, and other associated documents were also prepared by Mr. Uccellini for contractor bidding and approval by FEMA for qualified financial reimbursement to the Village.

Tom has a keen knowledge of Architecture, Mechanical, Electrical, Plumbing, Civil (including SWPPP) and Structural Engineering as well as State, City and Local Building Codes and handicap accessibility standards. Tom provides representation

As Director, Tom is responsible for overall operations with firm-wide responsibility for project deliverables, management and quality assurance. Geotechnical Oversight, Sample Collection and Reporting
Ms. Tagliagambe has provided oversight, sampling, and reporting services for the interpretation of soil borings for commercial and residential construction design.
Serving as a Project Engineer working closely with drilling contractors and provide bearing capacities and soil classification description based on soils encountered from various depths.

Storm Water Prevention Pollution Plan (SWPPP) and Erosion and Sediment Control Design
Ms. Tagliagambe has prepared many residential subdivision SWPPPs. Mia has an in depth knowledge of the New York State Department of Environmental Control (NYSDEC) and Municipal guidelines to design pollution prevention measures to control site runoff during construction and post construction. Serving as a Project Engineer Mia has provided inspection and reporting services to monitor compliance with associated site specific SWPPP design.

Reduced Pressure Zone and Backflow Prevention Design
Ms. Tagliagambe has a thorough working knowledge of Suffolk County Water Authority (SCWA) guidelines to prepare design drawings and permit applications for multiple backflow prevention projects.
She serves as the Project Engineer to provide proposed design flow, site plans, manufacturer specifications and applications to SCWA for residential and commercial projects.

Innovative and Alternative On-Site Wastewater Treatment Systems (I/A OWTS) and Conventional Wastewater Treatment Systems
Ms. Tagliagambe has successfully prepared and received approvals from Suffolk County Department of Health Services for I/A OWTS design plans, applications, and inspections.
She serves as the Project Engineer to provide design calculations, locations of sanitary structures, piping connections, structure details, and septic system specific details for residential projects.

Environmental Remediation

Selected Projects
Stormwater Management Programs
Mr. Hine works with municipalities and private contractors to ensure that their stormwater management programs are compliant with DEC/EPA regulations. This includes the development of SWPPPs and weekly inspection of erosion and sediment control measures.

Innovative/Alternative On-Site Wastewater Treatment Systems (I/A OWTS) and Conventional Wastewater Treatment Systems
Mr. Hine has completed I/A OWTS design plans and applications which include design calculations, layout of sanitary structures, piping connections, structure details, and septic system specific details for residential and commercial projects. He has performed inspections and created as-built plans for newly installed systems and has also conducted investigations of existing sanitary systems.

Civil Site Plan Design
Mr. Hine has experience in developing site design plans, applications, and inspections that include parking layout designs, lighting plans, ADA compliant components and signage, stormwater drainage calculations, and landscaping design.

Special Inspection
Mr. Hine has provided special inspections in accordance with NYS Code ensuring work being completed is as per submitted plan, Inspections include, drainage pool installs, asphalt paving, grading, concrete reinforcement, masonry, compaction of soils, insulation, fire protection, and structural framing for both timber and steel construction. Mr. Hine provides the detailed reports based on his findings to the clients and contractors.

Project Manager
Mr. Hine served as the project engineer most recently at the Village of Greenport STP Site Improvements project where he was responsible for coordinating communications between the contractor and Village representatives, review of shop drawing to make sure they are compliant with the design plans and specs, and review of payment requisitions for completed work. The project involved the installation of a 50 foot deep drainage wick and surrounding retaining walls in order to improve sire drainage and reduce the amount of storm water being unnecessarily processed by the plant.

Mr. Mastrocco applies his knowledge of Mechanical engineering related to water supply, water/wastewater treatment, HVAC design, aquatic facility design and inspection, field inspections, code compliance, permitting, and remediation projects.

Experience Summary
Daniel Mastrocco has been employed by J.R. Holzmacher as a Project Engineer since September 2019. Prior to joining J.R. Holzmacher, Mr. Mastrocco was enrolled at the New York Institute of Technology. Here Mr. Mastrocco learned HVAC design for residential and commercial buildings, design of structural beams and load bearing members, and calculations pertaining to the flow of fluids. Mr. Mastrocco has used this knowledge to complete various design work and field inspections since beginning at J.R. Holzmacher.

Mechanical & Site Investigations/Design
Under the direction of James R. Holzmacher, P.E. Senior Engineer, Mr. Mastrocco has conducted several aquatic facility designs, HVAC designs and investigations, sanitary system designs, SWPPP inspections, Geotech oversight, environmental investigations. All of which were submitted to the local regulatory agency for review and approval.

Project engineer to design the mechanical equipment room, filtration systems and piping plan for a combined pool and spray pad facility located at Camp Pua-Qua-Tuck in Center Moriches. Plan review of a four-story mixed-use building located in the Village of Port Jefferson. HVAC and plumbing systems were reviewed for code compliance.

Conducted site investigation of an aerospace manufacturing facility for compliance with local and federal air emission regulations. Submitted facility registration and code compliance letter to NYSDEC.

Field Inspection
Project engineer to conduct sanitary and storm plumbing inspections for a 260-unit apartment complex, located on a 7.14-acre lot in the Town of Lindenhurst.

Field engineer during soil boring explorations including field oversight at several locations. Provided soil classification and bearing capacities for proposed site development and assisted in preparation of geotechnical engineering reports.

Project engineer for several projects in the Village of Hempstead. Where for each project site plan review and a construction inspection were conducted on behalf of the village.
Weekly SWPPP inspections for several sites, including inspection of concrete washouts, sediment control measures, and grading for compliance.

Groundwater Monitoring and Data Interpretation
Mr. Ramsaran provided groundwater monitoring and data interpretation services at multiple New York State Department of Environmental Conservation -monitored sites. Responsibilities included: sample collection, interpretation of laboratory results, and the development of comprehensive reports.

Stormwater Management Programs
Mr. Ramsaran worked with municipalities to ensure that their stormwater management programs were compliant with EPA regulations. This includes the development of Stormwater Management Plans and preparation of quarterly compliance reports.

Innovative and Alternative On-Site Wastewater Treatment Systems (I/A OWTS) and Conventional Wastewater Treatment Systems
Mr. Ramsaran has prepared I/A OWTS design plans and applications which includes design calculations, locations of sanitary structures, piping connections, structure details, and septic system specific details for residential and commercial projects.

Civil Site Plan Design
Mr. Ramsaran has experience in developing site design plans, applications, and inspections that include parking layout designs, lighting plans, all ADA compliance elements and signage, stormwater drainage calculations, and landscaping design.

Field Inspections
Mr. Ramsaran has performed inspection and reporting services on multiple commercial construction projects to monitor compliance with Sub-Slab Depressurization Systems (SSDS), vapor barriers installations, and oversaw excavation operations including compaction testing.

Special Inspection
Mr. Ramsaran has provided special inspections in accordance with NYS Code ensuring work being completed is as per submitted plan, Inspections include, drainage pool installs, asphalt paving, grading, concrete reinforcement, masonry, compaction of soils, insulation, fire protection, cold formed metal steel framing and trusses. Retrofit & Renovation of Existing Structures
Mr. Brennan has a great degree of experience with providing adjustments to existing structural elements to accommodate revisions to buildings.  This work includes, but is not limited to, foundation underpinning, removal of existing bearing & exterior walls, adjustment of building framing per revised live loading & building classifications, exterior structural additions & removals to existing buildings, lateral load analysis of existing structures & building trusses, and alterations to existing basements & cellar layout to accommodate above-ground alterations.
